anyway, here's a rough summary of the article and I think that they should've stayed with the name of the Xbox - Unreal Championship.
This "UT2" doesn't have much in common with UT. :(

There will be vehicles to drive.
Sophisticated skeletal animation. For example, you'll have a different animation when switching weapons depending on the weapon, race and movement the character was doing while switching weapon.
Sophisticated math engine used to animate the environnement and characters. For example, characters wont fall the same way twice (wow!). If a character falls and there are a few ledges under him, he will bounce off each of them in a realistic way.
Special moves that requires energy: speed and berserk (only two mentionned). When a player dies, he leaves a small energy sphere. Pick it up and you gather the energy needed for those special moves.
Other special moves that requires no energy: strafe dodge, double jump and another one that will allow you to stay in the air a fraction of a second more when jumping (allowing you to dodge a rocket, for example).
Six races with 26 models total (+ skins for each): Egyptians, geneticaly enhanced humans (juggernauts), aliens, a race called Nightmare, robots and mercenaries.
About 30 maps ranging from lava worlds, ice worlds, jungles, space station, deserts...
On the single player part: 3 ladders (colonial, world, empire, you will command a team, you will be able to improve the abilities (aiming, agility, tactical) of each member after winning games, you will assigh a role to each member of the team (offense, defence, mobile), you will be able to purchase warriors from a roaster of all-stars.
All weapons have been modified, no more razorjack and biorifle. Secondary fire mode will be there.
No more ammo packs, armour and medpacks. Replaced by recharge platforms: one for heath, one for armour and one for weapons. You will be recharged progressively while standing on the platform.
You will re-spwan with all weapons (except for two special ones) and packed with ammo.

page 1:
-UT2 will make happy UT fans and bring new blood to it in terms of accessibility and mod tools
-UT2 is not UC... but will be similar in some ways
-The new engine will fully uses vast exterior environments, so vehicules will be usefull
-This won't be a driving games, but vehicules will enhance gameplay
-They played a capture the flags map that was exterior and said that it was empty (read: boring because there was nothing outside, just some hills)
-There's rain effect

Page 2:
-Volumetric particles (rain, weapons, snow, smoke)
-example: rockets that move inside smoke will be visible (some physics will make the smoke move like "real" smoke)
-example: water will move if a player steps in (so, another player could know the direction he was headed)
-Squeletal animations for everything (changing weapons for every races and skins
-radiosity
-textures could go as hight as 1024X1024 pixels (when we will have a GePower6 and Penthlon 8GHz)
-Math engine: people falling off stairs, barel falling, etc.

-easy to do mapping of exterior levels: right click to lower the terrain (left click to...)
-lots of prefabs (road, bridge, building, etc)

Page 3: Gameplay
-There's normal trick (fire, jump) and there's special tricks (it uses energy): when you kill someone, it leaves something behind (some energy).
-normal tricks don't need this "energy" but special tricks do need it
-example: speed (double tap the forward key)
-When the special trick counter is full, you can go berserk (triple tap on backward and you are invicible for a short period of time)
-Normal trick: double tap strafe for John Woo style, double jump, strafe-jump
-Anyone can do normal trick
-single-player: you can find hidden players (skins). Then you can play them in multiplayer
-6 races. 26 models with lots of different skins for everyone of them.
-race: egyptian-like, human-like, aliens, nightmare, robots and mercenary
-30 maps
-single-player: 3 ladders: colonial, world and empire (competitions)
-sp: a little bit of RPG (victories mean better aiming, agility, etc.)
-sp:every member of the team: offense, defense and mobile
-sp:you can buy new players

-weapons: each has 2 functions
-3 types of bonus on the field: life, armor, weapons (no more ammo for one weapon). This bonus is not something to pick-up, but to move on it and stay there for a while.

well, I thought about the changes from the standart FPS scheme, and I have to say that I hardly can wait to play this :)

yes, requires a dozen of braincells to use them. Guess why I suck so much.
