The strength of the laser beam isnt the the only factor. The wave length of the beam, depending on what it is can be completely harmless.Ive forgotten where the harmfull end and the harmless start tho. Its green because thats the wave length which is most visible to the human eye, red and blue...not so much

Yeah thats why ultraviolett lasers are highly dangerous. If theyr strong enough its like skin cancer per button...

Green is visible spectrum thats true but consider the beam will be focused through the lenses of the eye and that will be more then sufficient to burn away or at least burn out your receptors
 
They make military lasers which dont hurt your eyes, i just cant remember the details.Those arent low W lasers :)
