Well if you bind the .txt to a button like m=exec tweaks.ini and when you load ut up , hit esc until you get the black screen and hit m and it will load it for you

^^This is 1 way, but u need to press the key all the times when u startup ut.
Best way is to do this, dunno if it works in Xp tho.
Copy ut.exe from system, paste on desktop or whereever.
Edit the command line to :
CUnrealTournament\System\Unrealtournament.exe -exec=Tweaks.ini

ofcourse put ur path to ut.exe else ut doesnt run

if u use the userini command jsut simple put a space, so like this

CUnrealTournament\System\UnrealTournament.exe USERINI=MyUser.ini -exec=tweaks.ini
