I've had an issue since i recently reinstalled UT. I know my PC is built more than well enough to handle UT, including the video card. It kinda acts like it's lag even without PL and a good ping. I've tried OpenGL and it was no different. I have very few programs running in the background. Any suggestions to fix this problem are greatly appreciated, I would love some old school UT action again.

Had the same stuttering as i tried to play UT under Win7 RC.
The only thing that helped back then was an upgrade of the UT renderer.

You can find tons of stuff there. Atm i am using the Dx9 renderer under Win7 and it runs smoothly

I dont understand why this needs to be changed, that setting purely alters the detail level depending on your FPS. It would be more important when people wanted UT to look good but their PC may not be upto scratch to maintain the FPS at all times, either set it very low (for quality) or very high (for FPS) nothing in between otherwise quality will keep switching and thats just plain annoying.
 
Set it to 28.000000 "start config form 1999" and you walk with the camera and make large through.
28.000000 your game will be chopped

And after "like your screen PC" and see .. if you dont know has to set it; make 60.000000
 
I cant see how you can notice any difference, I certainly don't when I try what you say, its totally different to any of the frame limits set within a renderrer section of the ini.

All that happens with that value is the detail level and effects are reduced to keep the FPS to the level you've set, if you have it set to a level like 60 and your FPS is more or less fixed at 150 (your frameratelimit) then you wont notice any change in normal play, if however your fps drops below that level especially in fights then effects and detail level will drop, thats very annoying when playing and im surprised that you dont notice that more.
Ideally you want it set to a level that it only kicks in when your system is really struggling (shouldnt really happen these days), but Id always set it either very high or very low, cant see the point of anything else.

I've tried the mentioned solutions, still it's real choppy. It will drop framerates for just a quick moment every couple seconds. It's like pulsating lag. Kinda hard to describe but it makes it really hard to play. It's like i'm losing frames somewhere, like 20 frames or so will just never show up. And that happens every couple seconds.

Usually it comes down to playing with settings, if youve tried ogl and d3d and its the same for both have you tried updating gfx drivers, or even MB drivers if you did a format recently.
I found on my system that I had to set refresh rate to 75 (what the monitor supported) and my max framelimit to 72 or lower, (vysnc on) anything higher would give me stuttering.
Does stuttering happen online and offline, or one only.
But as I said, just play around with stuff, eventually youll either get it to work or youll get fed up and give up :)
 
I just tried UT after messing with some settings, it worked fine for 5 minutes then acted up again, could this be a heat issue in my PC?

Do you have more than 1 screen hooked to your gfx card Stevo?
I have to disable my TV out in Nvidia control panel to play UT, else i get framedrops :)

I have my video card hooked up to my LCD TV for permanent use, no other monitors are connected. I could play WoW just fine with no hiccups like on UT.
