Contradictions [Dutch Maffia]

I was reading an article this week about some political contradictions.

The outline of the story was that dutch government thinks the gambling scene is a ruin, a scene full of criminals, addicts and so on.
The government feels the urge to create anti-gambling/smoking etc. campaigns to prevent people from getting an addiction to gambling.

but the strange thing is: The government also makes commercials for these casino's. They're the only instance who can exploit these poor gambling addicts and also the only instance who can build any casino's in this country. How? Just because they changed the laws, so no other casinos can be build in the Netherlands.
Not even Caesars Palace, who asked our government to let them build several casino's in this country. They couldnt, coz the laws said so!

Meanwhile the criminal scenes (obscuring money etc.) go on and on in these "state"casino's, because civil servants are almost entirely immune for these criminal laws. But I just thought they were trying to prevent these scenes? At least thats what they tell the civilians.

And who are the people that pay for those anti-campaigns?
exactly the already exploited civilians!
Who are the people that pay for the pro-gambling commercials from holland casino?
exactly just us, civilians again!

isnt this rather strange, Italian like maffia pictures in a country that disgusts of the same things?
how about England or Germany, are the same things happening there as well?

In the UK there were plans to change the way Casinos operate, but there are lots of them around. It used to be that if you wanted to become a member at a Casino, you had to complete a membership and wait for 24 hours before you could gamble. This (I think) was to stop people who had the sudden urge to go and gamble in a Casino. If they still wanted too 24 hours later, then so be it. It also seemed to stop it becoming a tourist industry, like Las Vegas where anyone can walk in from the streets and starting spending their life savings.

Now it is more relaxed, and you can walk into a Casino. The Vegas people have big plans of coming over to Blackpool especially and setting up some grand casinos to attract lots of tourists and spenders.

It sounds the like the NL situation has created a sort-of monopoly of casinos, where only established and operating casinos can still continue to make money.

Perhaps the corruption in the dutch casinos is being protected by the Goverment and politicians in charge. Might be worth looking into who is responsible for it, and who is getting bribes/campaign contributions and money from the casino owners to keep them in a very profitable business.

in fact there is indeed a monopoly. But the 'monopolist' is the dutch government as they're the only one who can build and exploit any casinos. No other company can build any casino's coz of the laws i stated in my first post.
I recognise you can't do anything about it as a civilian, coz theyre simply following the laws. They dont do anything illegal.

but it sounds like the english way is much better.
