I don't know what your preference is, i don't use IRC on Windows, so i can't tell you whats good.
I think there's someone making a free version of x-chat for Windows, which has SSL support (x-chat on Linux does anyway) http://www.silverex.org/news/
Ident is a rather ancient system of requesting a user ident by having the server query the connecting client's IP address on port 113. Many people will have this port firewalled in their router, or not have their irc client configured correctly as acting as the ident server.
This will usually mean that connecting to many IRC networks will halt for a couple of seconds while you connect, while the ident request is timing out.
On utassault.net/worldassailt irc we don't even request ident on port 113, rather we just let the client set its own ident, like it would anyway with the ident server, or when the ident request would time out. Saves setting up ports, or waiting for silly connect timeouts.
In short: The ident tab in mIRC is completely irrelevant for our IRC server
