running in slow motion

got a prob just installed ut on dads pc ,and its running in slow motion both on and off line ,can anyone help to sort this out ,i have heard of this but unsure of how to fix .

If it is a dual core CPU try things here:

Otherwise I'd suggest trying the latest opengl driver or d3d8

My laptop seems to be impossible to fix - i stopped using power management when AC plugged in, i fixed affinity for the 2 cores, i even tried it with the -CPU 1500 executable. Nothing worked, mindspring drivers also don't do the trick. I tried under XP and Vista, both are fucked. In my BIOS there is no option to disable power management completely. Lame.

Really odd.. my laptop has a c2d and runs ut completely fine :/
