Ive seen thsi b4 at work, usually result of virus, first, google!
if it is virus then u need to delete that file and replace it with one wither off ur xp cd (using extract/expand command to deconpress it) or download one off a site u will have foudn in your google search . If not theres 2 seperate files to do with msdos, cmd.com and i think, cmd32.com u will need to replace these with valid versions.
